stick a pin in the water holes on the bonnet first dave!

Also check that the tube underneath the washer is still firmly attached.

Could the water inside be frozen? have you put screenwash in it which has a percentage of antifreeze?

The pump likely resides on the bottom of the plastic reservoir tank, you can always trace the hose back from the cowling nozzles. Sammy is correct, it probably is an obstruction in the line, seeing as how the pump still runs. If cleaning the nozzles doesn't cure it (a welding tip cleaner works well for this) try blowing compressed air backwards through each nozzle, and hold a thumb over the other nozzle while doing so to avoid getting a faceful.

blowing compressed air bubbles into your blood stream, through your thumb, isn't good however, so don't

Sounds daft, but have you rang your dealer. Other than that the AA have the contract for assisting new Renault vehicles now, so if you call them and get someone nice they might assist you, or tell you who to ring.
